Preflight checks execution, not eligibility

Immigration forms change, and a saved draft may remain in a case folder long after a new edition appears. A support specialist can compare the prepared packet with the form edition and assembly instructions that counsel has approved. The specialist should not select the benefit request, decide which edition applies to a filing date, interpret transition rules, calculate a legal deadline, choose a fee, or submit the case. Those are attorney-controlled decisions. Preflight produces a source-linked exception list so counsel can see which pages, versions, fields, and generated features require attention before release.

Anchor every check to a dated instruction

Start with the case identifier, form number, attorney-approved filing plan, intended submission channel, official form-page URL, instructions version, fee instruction, and a captured check time with timezone. USCIS maintains a Forms Updates page and individual form pages that state edition information and may describe transition periods. Because those details can change, do not rely on an old checklist or another case's packet. Record what the official source displayed when checked and route ambiguity to counsel. The source snapshot supports review; it does not decide which rule controls.

Inspect every page footer as a set

For each form, record the displayed edition date, page number, total pages, and whether all pages belong to the same edition. USCIS form pages commonly direct filers to ensure edition dates and page numbers remain visible and pages come from the same edition. Compare against an untouched official download or another firm-approved reference. Do not repair a mixed packet by swapping pages without instruction, because field positions, questions, attestations, and barcodes may differ. A mixed-edition result should identify the exact pages and stop the release queue.

Treat barcodes as generated output

Some completed PDFs contain machine-readable barcodes or other generated marks that may change when fields change. The preflight can confirm presence, visibility, clipping, and whether the packet was flattened, printed, rescanned, or combined after generation. It should not decode a barcode to infer that the substantive answers are correct. If editing a field changes the barcode, regenerate the form using the approved process and compare the whole output. Never paste a barcode image from another version or case. A missing or damaged code is an exception tied to the source form and preparation tool.

Work through the saved-draft transition example

Suppose a client supplied edits in an older saved form, and USCIS later posts a new edition with a future exclusive-use date. The coordinator preserves the older draft, captures the current form page and update notice, records the proposed mailing method and counsel's target date, and identifies fields that need migration. The coordinator does not decide that mailing before the transition is safe or transfer answers automatically into differently worded questions. Counsel confirms the permitted edition and timing. The preparer then follows a controlled migration instruction, and a second reviewer compares every carried answer to the approved source.

Separate form version from fee and filing location

Edition acceptance, required fees, filing addresses, online availability, and submission dates are distinct checks. A correct edition can still travel with the wrong payment or to the wrong location. Maintain separate source fields and review owners for each. Do not infer a fee from a prior receipt or an address from a template envelope. If counsel supplies a filing instruction, record its source and effective date. Any conflict between the case instruction and current USCIS material should pause assembly for counsel rather than trigger an administrative override.

Protect signatures and attestations

Preflight may identify blank signature fields, inconsistent names, missing dates, clipped signature images, or a page replaced after signature. It should not determine who has legal authority to sign, whether an electronic signature is acceptable, or whether a representative may sign for someone else. Preserve the signed version and any signature-request history in the approved case location. Do not copy signatures between documents. Route each issue to the responsible lawyer with the form, part, item, page, and observed condition so the lawyer can issue a case-specific correction.

Compare assembly without exposing client data

Use a checklist that references documents by controlled identifiers rather than copying sensitive answers into a general tracker. Confirm page order, attachment labels, translation or certification items supplied by counsel, and separation of originals or copies as instructed. USCIS mailing tips provide useful general assembly guidance, but the form instructions and counsel's plan govern the particular packet. Give offshore staff only the case files and systems required for the assignment. Personal downloads, shared credentials, consumer PDF services, and unapproved printing locations are outside the workflow.

Test changes that can fool a visual review

A pilot should include mixed-edition pages, a footer hidden by scaling, a barcode clipped during combining, a field changed after printing, duplicate pages, a missing continuation sheet, an outdated filing address, and a signature page from a prior version. Require source citations and a stop for every uncertain transition rule. Measure page-set accuracy, source freshness, migration comparison errors, barcode and footer defects, unauthorized assumptions prevented, reviewer corrections, and time awaiting counsel. Review clean packets too, because a systematic print setting can affect every form without creating an obvious exception.

Release only on counsel’s recorded authorization

Close each exception with the instruction, corrected file identity, reviewer, and verification result. Recheck the official source at the release point specified by the firm's procedure, because a draft may wait in queue. Preserve prior versions rather than overwriting the evidence of what changed. The release record should also identify the exact official form-page retrieval time, assembled packet checksum, delivery channel selected by counsel, and person who performed the last comparison.
